Antoinette Hull, Board President
Annie is a 1982 graduate of the ONC BOCES Practical Nursing program. The education she received at ONC BOCES was the foundation to her successful career in healthcare, first as a nurse, and later as a multi-practice manager, healthcare consultant, and administrative director. Annie is a licensed New York State Motor Vehicle Inspector and holds a degree in Business Administration. She works in her family-owned automotive repair and transport business alongside her husband. In her free time, Annie enjoys camping, boating, traveling, and spending time with her family.

Timothy Powell, Vice President
Tim is a lifelong resident of the Stamford Central School District. He graduated from Stamford in 1979 having completed the two-year Agriculture Mechanics program at NCOC. He is a commissioner of the Stamford Joint Fire District and has held the chairman’s position for the past 26 years. Tim has actively served the community as a member of the Stamford Volunteer Fire Department since 1989, serving in many officer positions as well as the Board of Directors for the last 29 years. Mr. Powell currently works as a mechanic for the NYS DEC.

Joseph Ballard
Mr. Ballard graduated from Charlotte Valley in 1973 and attended the Building Trades program at NCOC during his junior and senior years. He also serves on the Charlotte Valley Central School District Board of Education and has served as President in the past. He has been continually active in the community as a member of the Davenport Volunteer Fire Department and coach to community sports teams. Mr. Ballard works as a Project Superintendent for the Clark Organization.

Dr. Deborah Fox
Deb began her career in education at ONC BOCES in 1980 as Executive Secretary to the District Superintendent and board, and Office Manager. She created the Human Resources office at ONC and then taught at NCOC before entering administration and providing leadership to rural schools. Dr. Fox retired as a Superintendent of Schools and enjoys serving the school community that inspired a lifelong love of teaching and learning. She enjoys spending time with family, cooking, gardening and creating glass treasures in her home studio.

Kurt Holcherr
Kurt immigrated to the U.S. from Germany in 1959 and was introduced to the trades while attending vocational school as a teenager in New York City. Following graduation, he enlisted in the Navy where he spent 22 years before retiring as Construction Mechanic Chief. Kurt moved to Fleischmanns full time in 1988 and found his niche as a heavy equipment mechanic. After seven years in the field, he joined the staff at ONC BOCES where he worked for 15 years; first as an LTA in Equipment Repair, later in Special Education. Kurt also served on the Margaretville Central School Board for nine years.

Collin Miller
Collin is a Certified Forester tasked with managing New York City-owned forestlands in Delaware County for NYC Environmental Protection. Prior to his current role, Collin spent 15 years supplying technical assistance, job training and funding to improve the competitive position of small—to mid-sized forest and wood products companies throughout the Northeast. Collin also serves on the board of the Catskill Mountain Little League and operates a nineteenth-century baseball team in Fleishmanns.

Marion Mossman
Marion graduated from Hartwick College in 1982. Originally from North Salem, NY, Marion loved the beauty of Otsego County and our region and, after graduation from Hartwick, she decided to make Milford her home. She currently serves on the Milford Central School District Board of Education and has previously served as President and Vice-President of the Board. Marion has over 30 years of experience developing and implementing programs and services that benefit children and families with behavioral health and intellectual developmental disabilities throughout New York State. Marion volunteers on numerous Boards and Committees for non-profits in the region and the New York State Office of Mental Health System of Care Governing Board. Since 2018, Marion worked closely with ONC BOCES and all area school Districts, implementing a SAMHSA System of Care grant uniting schools, healthcare, government and community-based organizations to improve the behavioral health outcomes for children and youth with severe emotional disturbances, and their families, ages birth to 21 who live in Otsego County. Currently, Marion is a consultant to several Counties, the New York State Office of Mental Health and the NYS Conference of Local Mental Hygiene Directors while continuing to support our local System of Care in Otsego County. In her free time, Marion enjoys spending time with family, camping, going to Cape Cod and supporting her teenage daughter in her many pursuits.

Jacqueline Parry
Jackie is a Special Education Teacher with a background in technology. Her previous career was as an insurance claims adjuster focused on fraud protection. Ms. Parry is a licensed foster parent and volunteers in the community for Oneonta Youth Soccer Association. You can usually find her doing chores on her farmette or at a Cooperstown Concert Series show.

Bobbi Schmitt
Bobbi grew up in Schoharie County and graduated from Jefferson Central School District. She currently resides in Tannersville in Greene County, NY, and has been employed at the New York Power Authority for 15 years. Outside of work, Bobbi volunteers and serves on several boards, including as President of the Hunter-Tannersville CSD Board of Education. Bobbi feels blessed to live and work in this region and attributes her success to the public education that she received and the teachers and community that have shown her support.
